A POLÍTICA EDUCACIONAL DO PLANO DE DESENVOLVIMENTO DA EDUCAÇÃO (PDE): OUTRA QUALIDADE PARA A EDUCAÇÃO BÁSICA?

RESUMO Este estudo é parte de uma pesquisa cujo objetivo foi analisar a implantação da política educacional do Plano de Desenvolvimento da Educação (PDE), no âmbito da sua execução por meio do Plano de Ações Articuladas (PAR), em municípios maranhenses. Na especificidade, analisa sua base política, que se expressa pela melhoria da qualidade da educação, mote do PDE. Em particular, traz à baila a questão da formação continuada de professores, tendo em conta a significativa importância que esta dimensão assume na busca pela melhoria da qualidade da educação básica. O estudo se valeu de documentos oficiais que serviram de apoio para compreender os pressupostos filosóficos e metodológicos que orientam a concepção do PDE, bem como a implementação das suas diretrizes por meio do PAR. Nos municípios investigados a pesquisa permitiu conhecer que as sucessivas mudanças na gestão das Secretarias de Educação, além da quase inexistente participação da comunidade escolar na elaboração do diagnóstico do atendimento educacional, contribuíram para a baixa efetividade das ações realizadas ao longo da implementação do Plano. Passados nove anos de implementação, no âmbito dos sistemas públicos de ensino, o estudo conclui que a política educacional em curso, no âmbito municipal, tem como foco a elevação do IDEB, descurando-se da qualidade socialmente referenciada da Educação. THE EDUCATIONAL POLITICS OF THE EDUCATION DEVELOPMENT PLAN (PDE): ANOTHER QUALITY FOR THE BASIC EDUCATION. ABSTRACT This paper is a part of a research, whose goal was to analyse the establishing of the educational politics of the Education Development Plan (PDE), in the enviroument of its execution by means of the Articulation Action Plan (PAR) in maranhenses municipalities. In its specificity it analyses its politics basis, which expusses itself through the quality of the education, a motto of the PDE. In particular it raises the question of the fallowing formation of teachers, considering, too, the significant importance which this dimension takes on in the search of the quality of the basic education. This paper used official documents which served as a help in order to understand the philosophical pressupositions and methodological ways which orient the conception of the PDE, as well as the implementation of its directives by means of the PAR. In the investigated municipalities the research permitted that the successive changes in the management of the secretariats of Education, besides the almost inexistent participation of the educational service, contributed to the low effectiveness of the performed actions, along the implementation in the environment of the school public systems, the paper concludes that the on-the-way educational politics, in the municipality environment, gets as a focus the rise of the IDEB, so neglecting the socially quality and also the referred one of the education.
