Abstract

The focus of this research is on the actions of public policies over a 20-year period in the Paraense Coastal Zone. Unplanned uses can impact the coastal ecosystem, making it crucial to establish state-driven public policies that minimize these damages to maintain both the ecosystem and the livelihoods of coastal communities. This article aims to address the actions of environmental conservation public policies concerning the applicability of the Green ICMS (Environmental Tax on Circulation of Goods and Services). Methodological procedures will include bibliographic research using both primary and secondary data. Subsequently, the preparation of questionnaires with structured and semi-structured questions will be employed for interviews at the State Secretariat of Environment and Sustainability of the State of Pará (SEMAS). Therefore, Marine Extractive Reserves are part of the reality of the coastal zone in the Paraense Amazon, and the municipalities that have received these spaces must adhere to environmental conservation principles through the Green Municipalities Program (PMV).
